# Do I Need a Bookkeeper, an Accountant or a CPA?

Canonical: https://finbryn.com/us/guides/do-i-need-a-bookkeeper-accountant-or-cpa

You need a bookkeeper once payroll, contractors, sales tax or a lender make monthly records hard to keep yourself. A bookkeeper records and reconciles transactions, an accountant interprets them and plans tax, and a CPA holds a state license needed for audit and review reports. Finbryn provides outsourced bookkeeping for small businesses from $249 a month.

## Key takeaways

- Nobody needs a license to be a bookkeeper. The Bureau of Labor Statistics says certification for bookkeeping clerks is not usually required (Occupational Outlook Handbook, modified 2026-08-27), so judge the work product: monthly reconciliations, clean categories and reports within days of month end.

- Credentials decide who can speak for you at the IRS. CPAs, enrolled agents and attorneys have unlimited representation rights. A preparer with only a PTIN has none (IRS, page reviewed 2026-01-29).

- Hire in the order the work arrives: a bookkeeper first, a credentialed preparer for the yearly return, and a CPA for compiled, reviewed or audited statements only when a lender, investor or buyer asks for them.

- The clearest triggers for a bookkeeper are payroll, contractors paid $2,000 or more in 2026, sales tax in more than one state, a lender asking for statements and books that are more than a month behind.

- Price anchors: the BLS median wage is $50,670 for bookkeeping, accounting and auditing clerks and $83,680 for accountants and auditors (May 2025). Outsourced bookkeeping with Finbryn starts at $249 a month.

## What does a bookkeeper do, and what does an accountant do?

A bookkeeper keeps the record. The Bureau of Labor Statistics describes bookkeeping clerks as the people who record transactions, post debits and credits and often keep the general ledger. It lists some college as the typical entry education and says certification is "not usually required" (Occupational Outlook Handbook, modified August 27, 2026). So the title tells you little. The work product tells you plenty: every bank and card account reconciled to its statement each month, categories that make sense, and reports in your hands within days of month end.

An accountant reads the record. BLS says accountants and auditors prepare and examine financial records and check that taxes are paid properly and on time, and that they typically need at least a bachelor's degree in accounting or a related field. In a small business that means turning the ledger into financial statements, advising on entity choice and owner pay, planning estimated tax payments and preparing returns.

The two jobs overlap in the middle. A full-charge bookkeeper may produce statements, and an accountant may keep the books for a small client. What matters is that someone does each part and that the person preparing your return can see clean books. Finbryn provides the first part through [monthly bookkeeping](/services/bookkeeping/monthly-bookkeeping), and the second as [tax preparation support](/services/tax-preparation-support), with the return filed by a credentialed signer or partner.

## What is a CPA, and what can a CPA do that the others can't?

A CPA holds a license issued by a state board of accountancy, and every state reserves the CPA title for license holders. Some states also restrict titles close to it; Montana bars the use of titles such as "certified accountant" or "registered accountant" (MCA 37-50-301(4)). The traditional route is 150 semester hours of college coursework, 30 more than a typical bachelor's degree, plus a national exam and experience (BLS, modified 2026-08-27). States are now adding a second route, a 120-hour degree plus two years of experience; New York's takes effect November 21, 2026 (NYSED, checked 2026-10-19). NASBA's CPAverify lets you check a license against official board data, and NASBA reported on March 12, 2026 that 53 jurisdictions take part.

Three things set the license apart. The AICPA names the CPA as the provider of the three levels of financial statement service. A compilation presents your numbers and gives no assurance. A review adds inquiry and analytical procedures and gives limited assurance, and the CPA must be independent. An audit gives high but not absolute assurance and ends in an opinion, again with an independent CPA (AICPA, September 30, 2023). BLS adds that an accountant who files a report with the Securities and Exchange Commission must be a CPA. And a CPA has unlimited representation rights before the IRS.

For most owners none of that matters until somebody else asks for statements. A bank, a surety, an outside investor or a buyer decides which level it wants, so ask before you hire anyone. An audit takes far more work than a compilation, and the cost follows. Preparing a tax return does not need the license at all. Finbryn does not issue compilation, review or audit reports; that work stays with an independent CPA.

## Who can sign a tax return and speak for you at the IRS?

Any paid preparer needs a Preparer Tax Identification Number, and the preparer with primary responsibility for the return must sign it after it is complete and before it is presented to you (26 CFR 1.6695-1(b)). The IRS says on its PTIN page, reviewed October 15, 2026, that anyone paid to prepare returns needs a valid 2027 PTIN before preparing them. So, federally, a PTIN holder can prepare and sign. Some states add their own rules: California requires CTEC registration unless the preparer is a California CPA, an enrolled agent or a California attorney, and New York requires most paid preparers to register (Tax Law section 32). Credentials decide who can represent you after the return is filed.

| Who | Can prepare and sign a return for pay | Representation before the IRS | Compilation, review or audit report |
| --- | --- | --- | --- |
| Bookkeeper with no credential | Yes, with a PTIN | None | Outside the role |
| Accountant with no credential or filing season record | Yes, with a PTIN | None | Outside the role |
| Annual Filing Season Program participant | Yes, with a PTIN | Limited: only returns they prepared and signed | Outside the credential |
| Enrolled agent | Yes, with a PTIN | Unlimited | Outside the credential |
| CPA | Yes, with a PTIN | Unlimited | Yes, the AICPA names the CPA as provider |
| Attorney | Yes, with a PTIN | Unlimited | Outside the credential |

That table is why Finbryn frames tax work as preparation support. Finbryn prepares the workpapers, and a credentialed signer or partner prepares, signs and files the return as preparer of record. Representation, where an engagement includes it, comes only from a named CPA partner, enrolled agent or attorney. The [IRS notices guide](/guides/irs-notices-guide) covers what that looks like when a letter arrives.

## When does a small business need a bookkeeper?

The honest test is whether your books can answer a question today: what was last month's profit, who owes you money, how much sales tax have you collected. If the answer takes an afternoon, or the books are more than a month behind, you need help. A few triggers make it close to automatic, and each one comes with a rule that does not care how busy you are.

| Trigger | What the rule says | Why the books matter |
| --- | --- | --- |
| Payroll | Form 941 is due April 30, July 31, October 31 and January 31 (IRS Publication 15) | Wages, withholding and deposits must tie to the ledger |
| Contractors | Form 1099-NEC is required at $2,000 or more for payments made in 2026, due February 1, 2027 (IRS instructions) | You need a W-9 and a clean vendor total for every contractor |
| S corporation or partnership | Returns for 2026 are due March 15, 2027 (IRS Publication 509 rule) | The return starts from a reconciled year |
| Sales tax | Economic nexus can create a collection duty in states where you have no office (South Dakota v. Wayfair, 2018) | Sales by state have to be tracked monthly |
| Lender or investor | The reader decides the level of statement it needs | Statements have to reconcile before a CPA touches them |
| Books behind | Finbryn prices catch-up work at $249 per backlog month | The oldest year gets finished first |

If none of these apply, a sole proprietor with one bank account can run on software plus a monthly reconciliation. The IRS says any recordkeeping system works if it clearly shows income and expenses (IRS, page reviewed May 1, 2026). Add a bookkeeper when the monthly hour count or the error count starts to hurt.

## When do you need an accountant or CPA instead of, or on top of, a bookkeeper?

Bring in an accountant when the questions stop being about what happened and start being about what to do. Should the LLC elect S corporation status? How much owner pay is reasonable? What goes in this quarter's estimated payment? The [LLC vs S corporation guide](/guides/llc-vs-s-corp-taxes) shows the kind of decision where a credentialed preparer earns the fee. The [estimated taxes guide](/guides/estimated-taxes-small-business) covers the quarterly dates.

Bring in a CPA when a third party wants independence. Per the AICPA, a compilation suits early-stage or smaller financing, a review typically comes as a business grows and seeks larger financing, and an audit is generally needed for complex deals such as outside investors, a sale or a merger. Ask the lender, surety or buyer which level it requires and get that in writing before engaging anyone.

Bring in an enrolled agent, CPA or attorney when the IRS writes to you. Only those three hold unlimited representation rights. A bookkeeper or a PTIN-only preparer cannot take that role.

A practical order for most small businesses: bookkeeper from the first month of real activity, a credentialed preparer for the annual return, a fractional or [virtual CFO](/services/virtual-cfo-advisory) when decisions need forecasts, and a CPA engagement only on request from whoever needs the attest report.

## What does each one cost?

Four anchors, each from a published source. The BLS median wage in May 2025 was $50,670 for bookkeeping, accounting and auditing clerks and $83,680 for accountants and auditors. Robert Half's 2027 Salary Guide puts a full charge bookkeeper at $67,000 to $86,500 a year and a staff accountant at $67,000 to $89,500. Those are employee salaries. The BLS employer cost data for June 2026 shows benefits average 30.0 percent of private industry compensation, so a salary understates what an in-house hire costs.

Outsourcing changes the shape of the bill. Finbryn prices bookkeeping from $249 a month (Essentials, up to $50,000 in monthly expenses) and $549 a month (Growth), and publishes its [pricing](/pricing). Business tax preparation support starts at $1,200 a year and personal returns at $499 a year. These are starting prices, and the scope on your engagement letter sets the final figure. The [bookkeeping cost index](/guides/us-bookkeeping-cost-index-2026) compares published prices across providers, and the [tax preparation cost guide](/guides/small-business-tax-preparation-cost-2026) shows what the NATP and NSA fee surveys report for returns.

A CPA's attest work is priced by scope and independence requirements, so ask for a written quote at the level your lender names.

## A five-step way to decide

1. Write down what you need to produce this year: monthly profit, payroll reports, 1099s, a sales tax return, statements for a lender.
2. Count the triggers in the table above. Two or more means a bookkeeper now.
3. Decide who signs your return and check that person's PTIN and credential on the IRS preparer directory or CPAverify.
4. Ask any lender, surety, investor or buyer what level of statement it will accept, and write the answer down.
5. Review the setup after a quarter. If reconciliations arrive on time and the preparer stops sending questions, you have the right mix.

If you are not sure where your books stand, the [bookkeeping cost calculator](/tools/bookkeeping-cost-calculator) gives a price range in a few minutes. Finbryn provides [bookkeeping](/services/bookkeeping) and tax preparation support, and a short call is the quickest way to find out which parts of this guide apply to you.

## Frequently asked questions

**Q: Do I need a bookkeeper if I have QuickBooks?**

A: Software records what you categorize and does not reconcile for you. The IRS accepts any recordkeeping system that clearly shows income and expenses (page reviewed 2026-05-01), so a sole proprietor can run on software plus a monthly bank reconciliation. Payroll, contractors or multi-state sales tax usually tip the decision toward a bookkeeper.

**Q: Do I need a bookkeeper or an accountant first?**

A: Usually a bookkeeper. An accountant can only interpret numbers that are reconciled, and a preparer needs a clean year to file from. Hire an accountant when questions turn to entity choice, owner pay or tax planning. The BLS median wage is $50,670 for clerks and $83,680 for accountants (May 2025).

**Q: Is a bookkeeper cheaper than an accountant?**

A: In wages, yes. BLS reports a May 2025 median of $50,670 for bookkeeping, accounting and auditing clerks and $83,680 for accountants and auditors. Outsourced prices differ: Finbryn bookkeeping starts at $249 a month, and tax preparation support starts at $1,200 a year for business returns.

**Q: Do I need a CPA to file my business taxes?**

A: No. Federally, any paid preparer with a valid PTIN can prepare and sign a return (IRS, reviewed 2026-10-15), though California and New York add registration rules. A CPA, enrolled agent or attorney is needed for unlimited representation before the IRS. Finbryn prepares the workpapers, and a credentialed signer or partner prepares, signs and files the return.

**Q: What is the difference between an accountant and a CPA?**

A: A CPA holds a state license, earned with 150 semester hours or, where states have added it, a 120-hour degree plus two years of experience, and a national exam. A CPA can issue compilation, review and audit reports and has unlimited IRS representation rights. An unlicensed accountant can still prepare returns with a PTIN.

**Q: When does a small business need a CPA?**

A: When a lender, surety, investor or buyer requires compiled, reviewed or audited statements, or when you need unlimited representation before the IRS. The AICPA describes compilations as suited to early financing, reviews to larger financing and audits to complex deals such as outside investors or a sale (2023-09-30).

**Q: Can a bookkeeper file my taxes?**

A: Only a preparer with a valid PTIN can prepare and sign a return for pay, and the signer must have primary responsibility for its accuracy (26 CFR 1.6695-1(b)). Finbryn bookkeepers prepare the books and the return workpapers, and a credentialed signer or partner prepares, signs and files the return.

**Q: How much does it cost to hire a bookkeeper?**

A: Employee pay runs $67,000 to $86,500 a year for a full charge bookkeeper (Robert Half 2027 Salary Guide), before benefits. Finbryn outsourced bookkeeping starts at $249 a month for up to $50,000 in monthly expenses and $549 a month for Growth, per its pricing page checked 2026-10-18.
