# Bookkeeping, Tax Preparation Support and Virtual CFO Services for Baltimore Businesses

Canonical: https://finbryn.com/us/locations/baltimore

Remote service for Baltimore businesses, contracted in the United States.

Finbryn provides outsourced bookkeeping, tax preparation support and virtual CFO work for Baltimore businesses, working inside QuickBooks Online or Xero. We keep Maryland's Form 1 annual report due April 15, the 3 percent sales tax on data and IT services that began July 1, 2025, and Baltimore City's $5.62 personal property tax rate per $100 in your ledger. Returns are prepared for review and signature by a credentialed preparer.

Maryland packs two jobs into one April filing. Form 1, the Annual Report and Business Personal Property Return, goes to the State Department of Assessments and Taxation every April 15, and it serves both as the entity's good-standing filing and as the basis for the personal property tax bill the city sends. Miss it and the state estimates the assessment at twice the value of your property and can forfeit the charter. Since July 1, 2025, Maryland also taxes data and information technology services at 3 percent, which reaches software and cybersecurity firms from the Inner Harbor to Fort Meade.

Finbryn is not a Baltimore firm and has no Baltimore office. Work is contracted through Northlane Solutions Inc, a Delaware company, and delivered remotely, inside the QuickBooks Online or Xero file you already have.

What follows covers Form 1 and the property tax behind it, the 3 percent services tax, the Maryland and Baltimore City rates that reach a ledger, the businesses behind the work, and what a Baltimore finance hire costs.

## Form 1: the annual report that is also a property tax return

Every business entity formed, qualified or registered in Maryland files Form 1 with the State Department of Assessments and Taxation by April 15. The fee is $300 for stock corporations, LLCs, limited partnerships and LLPs and nothing for nonstock corporations, and the filing goes through Maryland Business Express. A late return draws a penalty of one tenth of one percent of the county assessment, plus interest of two percent of that penalty for each 30 days. An entity that doesn't file at all gets an estimated assessment of twice the estimated value of its personal property and risks forfeiting its Maryland charter or its right to do business in the state.

The property side is where bookkeeping matters. The 2025 instructions say a business that includes no personal property return is attesting that its Maryland personal property had an original cost under $20,000 on January 1. Property is reported at original cost without depreciation, and fully depreciated or expensed property still belongs on the return and is subject to assessment, even if the federal return no longer shows it. Rates and exemptions differ by county and incorporated town, so the form asks for the exact location of the property on January 1. A fixed asset register that tracks cost and location is the working paper for all of it.

## Maryland and Baltimore City rates that reach the ledger

Maryland taxes corporate income at 8.25 percent of Maryland taxable income. Baltimore City layers its own rates on top: for fiscal 2027 the Bureau of the Budget and Management Research lists $5.62 per $100 of assessed value on business personal property, against $2.248 on real property, so a retailer's furniture, computers and equipment carry a rate two and a half times the one on the building. The same page lists a 9.5 percent hotel tax, a 10 percent admissions tax on taxable activities and a 3.2 percent income tax on city residents' taxable income.

For a bookkeeping file the practical effect is a property tax accrual that can change with each July 1 fiscal year, hotel and admissions taxes tracked as liabilities apart from sales tax, and payroll records that show which employees live in the city.

## The 3 percent tax on data and IT services

Chapter 604 of the Acts of 2025 extended Maryland's sales and use tax to data and information technology services and software publishing services, effective July 1, 2025, at a rate of 3 percent. The Comptroller's Technical Bulletin 56 ties the tax to NAICS sectors 518 and 519 and subsectors 5132 and 5415, which cover data processing and hosting, information services, software publishing, and computer systems design. It also says the NAICS code a business reports on its tax return doesn't decide the question: a business compares the services it sells with the code descriptions, and one that sells a covered service has to collect and remit the tax.

Two details change the books. Software as a service bought for use in an enterprise computer system is taxed at 3 percent, while SaaS bought for individual use is a digital product taxed at 6 percent. And contracts entered into before July 1, 2025 have their own transition rules. A Baltimore software or IT firm should have a separate tax liability account, a customer record that shows how each customer uses the service, and a note on which contracts predate the change.

## Port, hospitals, research and the other businesses behind the work

Baltimore's mix is hospitals and universities, the Port of Baltimore, a federal contractor and cybersecurity cluster around Fort Meade in Anne Arundel County, hospitality along the Inner Harbor, and a long tail of neighborhood retail and contractors. Each leans on a different part of the ledger. Hospital-adjacent practices and biotech spin-outs track grants and research costs by project. Shippers, truckers and warehouses tied to the port carry heavy equipment, exactly the personal property Form 1 asks you to list by location. Hotels and venues collect the city's 9.5 percent hotel tax or 10 percent admissions tax and report them apart from sales tax. Software and cybersecurity firms near Fort Meade are the businesses most likely to sell services in the NAICS sectors the 3 percent tax covers.

## Baltimore City, the counties and the towns around them

Baltimore City is its own jurisdiction, separate from Baltimore County, and the Census Bureau's metro definition adds Anne Arundel, Carroll, Harford, Howard and Queen Anne's counties. The places this page covers include Towson, Owings Mills, Pikesville and Catonsville in Baltimore County, Columbia and Ellicott City in Howard County, Annapolis and Glen Burnie in Anne Arundel County, Bel Air and Havre de Grace in Harford County, and Westminster in Carroll County.

The county matters more in Maryland than it does in most states. Form 1 says local tax rates and exemptions differ in each county and in each incorporated town, which is why a business with a warehouse in one county and an office in another lists property by location, not as one lump.

## What a Baltimore finance hire costs

The Bureau of Labor Statistics counts 13,550 jobs for accountants and auditors in the Baltimore-Columbia-Towson metro at a mean annual wage of $94,880 in its May 2025 estimates. Bookkeeping, accounting and auditing clerks number 8,540 at a mean of $55,810, financial managers 9,990 at a mean of $170,830, and tax preparers 660 at a mean of $56,150. Payroll tax, benefits and software seats come on top of any salary.

A monthly Finbryn plan covers the bookkeeping seat, or the overflow beside an in-house person. It won't answer the phone in your Towson office. It will keep the fixed asset register, the property tax accrual and the services tax accounts current, so Form 1 in April is a summary of a ledger instead of a scramble.

## How the work runs

No Finbryn staff work from a Baltimore office, and nobody visits your location. You send documents through a client portal, bank and card feeds connect read-only, and a named team closes the month in your QuickBooks Online or Xero file. Returns we prepare support for go to a credentialed preparer for review and signature, and the [about page](/us/about) explains who signs. Representation before the IRS or the Comptroller of Maryland comes only from a CPA, enrolled agent or attorney, never from Finbryn.

## Dates for the next twelve months, and a first call

Extended C corporation and individual federal returns are due October 15, 2026. Property you own on January 1, 2027 is what Form 1 reports. Form 1099-NEC moves to February 1, 2027 because January 31 falls on a Sunday, S corporation and partnership returns are due March 15, 2027, and Maryland Form 1 and the C corporation and individual returns are due April 15, 2027.

Essentials is $249 a month for up to $50,000 in monthly expenses and Growth is $549 a month up to $150,000, with Scale quoted for larger files; see the [pricing page](/us/pricing). On a first call we ask what you owned on January 1, what you sell and to whom, and where your employees live. Book on the [contact page](/us/contact). ## Frequently asked questions: Baltimore

**Q: Do I have to file Maryland's Form 1 if my LLC owns no equipment?**

A: Yes, the annual report part. Every business entity formed, qualified or registered in Maryland files it by April 15, and the fee for an LLC is $300. If you attach no personal property return, you're attesting that your Maryland personal property had an original cost under $20,000 on January 1, per the 2025 Form 1 instructions.

**Q: Do I report fully expensed equipment on the Maryland personal property return?**

A: Yes. The 2025 Form 1 instructions say fully depreciated or expensed property should still be reported, at original cost, and is subject to assessment even if the federal return no longer shows it. We keep the fixed asset register tied to a January 1 listing so the figure is ready before April 15.

**Q: What is Baltimore City's personal property tax rate?**

A: $5.62 per $100 of assessed value for fiscal 2027, against $2.248 per $100 for real property, according to the city's Bureau of the Budget and Management Research page we checked on 2026-10-08.

**Q: Does Maryland's 3 percent data and IT services tax apply to my business?**

A: It applies to services described in NAICS sectors 518 and 519 and subsectors 5132 and 5415, effective July 1, 2025. Technical Bulletin 56 says the code on your tax return doesn't decide it; you compare what you sell with the descriptions. We set up a separate tax account and flag services that look covered, and the Comptroller's guidance settles the question.

**Q: Does Finbryn have an office in Baltimore?**

A: No. Finbryn is remote and contracted through Northlane Solutions Inc, a Delaware company, with no Baltimore office or local staff. Remote delivery doesn't move Form 1, which is next due April 15, 2027 and reports property you own on January 1, 2027.

**Q: What does a Baltimore hotel or event venue collect besides sales tax?**

A: For fiscal 2027 the city lists a 9.5 percent hotel tax on gross receipts and a 10 percent admissions tax on taxable activities. We track each as its own liability account so it reconciles to the return, separate from sales tax.

**Q: Who signs the returns you prepare support for in Maryland?**

A: A credentialed preparer reviews and signs as preparer of record, and Finbryn prepares the ledger and support schedules. Maryland's corporate income tax rate is 8.25 percent in the Comptroller's corporate income tax booklet. The [about page](/us/about) explains who signs. Representation before the Comptroller comes only from a CPA, enrolled agent or attorney.

**Q: Is a CPA worth it for a small Baltimore business, or is bookkeeping and tax prep support enough?**

A: The signature on a return needs a credentialed preparer, and attest work needs a CPA; the monthly ledger does not. BLS puts the mean financial manager wage in the Baltimore metro at $170,830 as of May 2025, so a common setup pairs outsourced bookkeeping with a credentialed preparer instead of a full-time controller; the [pricing page](/us/pricing) lists the monthly plans.
