No. Treat it as a starting point for that conversation, not a decision on its own.
Do the tools work for a business that has not started trading yet?
Yes, several tools, such as the VAT threshold checker, are useful for a business still planning its structure, since knowing when registration will trigger matters before you start invoicing, not only once you are already trading and closer to the threshold.
Will a tool tell me if I need to switch VAT schemes?
