Accounting Support in Jeddah, Dammam and Al Khobar

Remote service for Western and Eastern Province businesses. Finbryn LLC is a Texas limited liability company.

Short answer

Finbryn provides remote accounting, tax-preparation support and payroll support for businesses in Jeddah on the Red Sea coast and in Dammam and Al Khobar in the Eastern Province. The books are built around what drives cash in each place: port trade and pilgrim seasons in Jeddah, contracting and industrial billing in the east. We have no office in either province.

Jeddah, Dammam and Al Khobar sit in two provinces and run on different clocks. Jeddah's cash cycle follows container volumes at its Islamic Port and the pilgrim seasons of the Makkah Region. Dammam and Al Khobar sit in the Eastern Province, where contractors and industrial service firms bill in stages and wait for payment. The commercial register shows both provinces are large: in the first quarter of 2025 the Makkah Region held 357,343 commercial registrations and the Eastern Province 263,328, behind only Riyadh at 568,997 (Sharikat Mubasher, 10 April 2025).

This page sets out what that means for the books of a business in these cities, with each figure dated and sourced. Finbryn is a remote service. There is no office in Jeddah, Dammam or Al Khobar, no local team on site, and nothing here should be read as saying otherwise. We keep the books, prepare tax workpapers and support payroll, and a licensed signer files where filing is required. All facts were last verified on 23 October 2026.

Two provinces, two large registers

The first-quarter 2025 figures reported by Sharikat Mubasher rank the Makkah Region second in the Kingdom with 357,343 existing commercial registrations, and the Eastern Province third with 263,328. New registrations are just as close: Argaam's summary of the Ministry of Commerce bulletin for the fourth quarter of 2025 shows each province taking 16% of new registrations, 19,218 in the Makkah Region and 20,087 in the Eastern Province.

A first-year company in either province faces the same sequence as anywhere in the Kingdom: commercial registration, then tax and Zakat registration, then a first set of books that can carry an audited statement.

Jeddah: container volumes and the cash cycle

Jeddah Islamic Port is moving capacity upward. Khaleej Times reported on 9 March 2025 that the South Container Terminal had grown from 1.8 million to 4 million TEU in a SAR 3 billion expansion by DP World. On 25 November 2025 a joint agreement between Red Sea Gateway Terminal and CMA CGM for a fourth container terminal with 2.6 million TEU of capacity was announced by Mawani.

For an importer, exporter or freight business the bookkeeping question is how long goods and money sit apart. Duty, freight, insurance and import VAT arrive as separate documents on different dates, and they belong on separate cost lines. We code each from your broker and carrier paperwork, keep foreign-currency payables revalued at each close, and maintain a landed-cost schedule so the margin on a shipment is known before the next one is ordered. We do not act as a customs broker and we do not give customs advice.

Pilgrim seasons and uneven revenue

More than 6.5 million international Umrah pilgrims arrived in the first quarter of 2025, up over 11% on the same period of 2024, according to figures the Minister of Hajj and Umrah gave and Gulf News reported on 15 April 2025. Businesses that serve visitors in the Makkah Region, such as hotels, transport, catering, retail and travel services, can earn very unevenly across the year.

Uneven revenue needs deliberate accounting. Deposits received ahead of a stay or a package are a liability until the service is delivered. Supplier prepayments before a peak are an asset that must be released into the right month. We keep a deferred revenue schedule, accrue seasonal costs when incurred, and build a 13-week cash forecast around the peak so the quiet months are funded from the busy ones on purpose. We do not advise on Hajj or Umrah service licensing.

Dammam and Al Khobar: contractors and industrial billing

The Eastern Province's 263,328 registrations, and its 20,087 new ones in the fourth quarter of 2025, cover every kind of business. For contractors and industrial service firms the books share a pattern: work is billed in stages, retention is held back until a project closes, and subcontractor invoices arrive on their own timetable.

We set up job-level cost tracking, so labour, materials and subcontractors are tied to each contract, with retention receivable and retention payable in separate accounts. VAT is coded on each progress invoice as it is issued and received, so the return reflects the billing calendar rather than the cash calendar. The result is a monthly close that shows which contracts are making money and which are only moving it around.

The filing dates that apply in both provinces

Tax rules do not change at the provincial boundary. A Saudi company with Saudi or GCC shareholders and foreign shareholders pays Zakat at 2.5% of the Zakat base on the Saudi and GCC share and corporate income tax at 20% on the non-Saudi share. The return is due within 120 days of year-end, which is 30 April 2027 for a year ending 31 December 2026, and Saudi-owned or mixed-owned companies file audited statements with it (Worldwide Tax Summaries, reviewed 29 July 2026).

If the company earned income, advance payments of 25% of the prior year's liability fall due at the end of months six, nine and twelve, unless the amount is under SAR 500,000. VAT-registered businesses should also check their ZATCA notice for e-invoicing Wave 25, which covers taxable revenue above SAR 187,500 in any of 2022 to 2025 with integration due by 1 February 2027.

Payroll for a business with staff in more than one city

A company with a warehouse in Jeddah and a project office in Al Khobar runs one payroll across two sites. Private-sector wages are paid through the Wage Protection Program, which the Ministry of Human Resources and Social Development monitors and which typically runs through the Mudad platform (checked 29 September 2026).

We review each draft pay run against contracts and approved allowances, post the payroll journal with a cost centre for each site and project, reconcile what was withheld from staff to what was remitted, and carry end of service and leave accruals. Your bank and the platform move the money; we do not submit anything to Mudad and we do not run the transfer.

What we do here, and what we do not

The service is remote. We have no office, address or staff in Jeddah, Dammam or Al Khobar. One named contact handles your books and monthly close, prepares tax workpapers and supports payroll in the accounting software you already use. It is contracted through Finbryn LLC.

We do not audit, sign or file. A ZATCA-licensed tax agent files and represents where representation is required, and a SOCPA-licensed auditor performs any statutory audit. We also do not offer port, customs or pilgrimage licensing services, and we do not claim any approval from the authorities named on this page.

Questions

Frequently asked questions: Western and Eastern Province

Do you serve both Jeddah and the Eastern Province from one team?

Yes. The service is remote, so a company in Jeddah and a company in Al Khobar are served the same way, through secure document sharing and video calls. The rules that apply to the books differ by what the business does, not by the province it is registered in.

How should an importer in Jeddah code duty, freight and import VAT?

As separate lines, each matched to the document that supports it. We code them from your broker and carrier paperwork and keep a landed-cost schedule per shipment. We do not act as a customs broker and we do not give customs advice.

How do you handle seasonal revenue around Umrah and Hajj?

We treat deposits received in advance as deferred revenue until the service is delivered, accrue seasonal costs when they are incurred, and build a 13-week cash forecast around the peak. We do not advise on Hajj or Umrah service licensing.

Can you track retention and progress billing for a contractor in Dammam?

Yes. We track cost and billing per contract, hold retention receivable and payable in separate accounts, and code VAT on each progress invoice. A licensed tax agent files any return that needs a signature.

Do you have an office in Jeddah, Dammam or Al Khobar?

No. There is no local office and no team on site in any of the three. The service is remote and contracted through Finbryn LLC.
