Registering with ZATCA before the first filing
Every establishment carrying on an activity for profit and registered with the Ministry of Commerce must obtain a Tax Identification Number and register with ZATCA before it can file its Zakat or tax declaration. We prepare the registration data from the entity's Commercial Registration and ownership record, check it for consistency, and track the deadline against the date the CR was issued rather than leaving it to be remembered later.
Zakat, tax, or both
Which regime applies depends on ownership. A company held entirely by Saudi and GCC shareholders is assessed for Zakat at 2.5% of the Zakat base; a company with any non-Saudi, non-GCC ownership is assessed for corporate income tax at 20% on that share, and a mixed-ownership company registers for both and files each share separately. We build the ownership split into the registration itself so the right regime, or the right combination, is set up from day one.
GOSI registration alongside it
A new employer registers separately with GOSI before its first Saudi or non-Saudi hire starts, since Saudi employees carry the full 21.5% combined annuities, occupational hazards and SANED contribution while non-Saudi employees carry only the 2% occupational hazards branch. We prepare the GOSI registration data alongside the ZATCA registration so payroll can start on time once the first offer is signed.
The Zakat certificate, later
A Zakat certificate, needed for many government tenders and bank transactions, is issued through ZATCA's portal only once the establishment has no outstanding Zakat or tax balance. Getting the initial registration right, rather than rebuilding it after a filing has already gone wrong, is what keeps that certificate available when a tender deadline needs it.

Can a new company register for Zakat and tax before it has any revenue?
Yes, and it should. Registration with ZATCA is tied to holding a Commercial Registration, not to having revenue yet, so we register a new entity as soon as its CR is issued rather than waiting for its first sale.
How does ownership decide whether we owe Zakat or corporate income tax?
Saudi and GCC ownership sits under Zakat at 2.5% of the Zakat base; non-Saudi, non-GCC ownership sits under 20% corporate income tax on that share. A mixed-ownership company registers for and files both, as separate computations.
Do you register us with GOSI as well?
Yes, as part of the same onboarding sequence, since GOSI registration needs to be in place before the first hire's contract starts, whether that hire is Saudi or non-Saudi.
Who actually files the Zakat or tax return once we are registered?
We prepare the figures. A ZATCA-licensed tax agent reviews the position, represents the entity before ZATCA and handles the filing itself, since that representation needs a license we do not hold.
Can a foreign owner without a Social Security number get an EIN?
Yes, through a paper or fax application that names a responsible party without an SSN. It takes longer than the instant online process, and we prepare the paperwork accordingly.
How long does an EIN application take?
An online application by an eligible applicant is typically issued within minutes; a fax or mail application for a foreign responsible party runs several weeks, so we build that lead time into the formation timeline.
