GASB 75 OPEB and GASB 101 compensated absences valuations
GASB 75 requires an OPEB valuation at least every two years, with a roll-forward allowed in the years between; a plan covering fewer than 100 employees may use the alternative measurement method (GASB 75 paragraphs 28 and 224, checked 2026-10-19). Finbryn prepares the OPEB schedules and GASB 101 leave workpapers for a credentialed signing actuary to sign.

The process
- 1.
Confirm the cycle and the measurement date
Identify the last full valuation date, whether this year is a valuation or a roll-forward, and the 30 months and 1 day limit.
- 2.
Review census and plan data
Tie active and retiree records, subsidy terms and premium or de-identified claims data to payroll and the benefit contracts, and log exceptions.
- 3.
Prepare the OPEB schedules
Build the total OPEB liability, OPEB expense and deferred outflow and inflow schedules, with the roll-forward in the off year.
- 4.
Build the GASB 101 leave model
List leave types, apply the three recognition tests and the more-likely-than-not estimate, and measure at current pay rates.
- 5.
Draft note disclosures and supplementary tables
Prepare the OPEB note, the required supplementary information and the compensated absences note in your format.
- 6.
Signing actuary review and signature
Finbryn's signing actuary reviews the assumptions and results and signs the OPEB report.
- 7.
Auditor review
