Self-funded health plan IBNR and COBRA rate support

Finbryn provides IBNR and COBRA rate support for self-funded health plan sponsors, building a claims lag triangle from de-identified paid-claims data and a completion-factor IBNR estimate, for review and signature by a credentialed signing actuary. COBRA charges cap at 102% of the applicable premium, 150% in a disability extension (eCFR, checked 2026-10-02).

What is included

  • Claims lag triangle built from de-identified paid-claims data
  • IBNR estimate with the method, factors and margin written out
  • Premium-equivalent and COBRA applicable premium workpapers for the plan year
  • Budget projection by coverage tier
  • A memo your auditor can tie to the general ledger accrual

The process

  1. 1.

Agree scope and the signing actuary

Plans covered, valuation date, accrual deadline and the signing actuary named in the engagement letter.

  2. 2.

    Receive a de-identified lag file

Paid claims by incurral month and paid month, with no names, member IDs or diagnosis codes. We reject files that carry personal identifiers.

  3. 3.

    Reconcile to paid totals

Tie the file to the paid-claims reports and the general ledger, and log exceptions for the plan administrator.

  4. 4.

    Build the triangle and factors

Cumulative paid by lag, age-to-age factors, completion factors and a view with large claims removed.

  5. 5.

    Project IBNR and rates

Ultimate claims by month, IBNR with and without a margin, premium-equivalent rates by tier, and the COBRA applicable premium workpaper.

  6. 6.

    Signing actuary reviews and signs

The credentialed actuary reviews the method, assumptions and results and signs whatever opinion or rate determination is required.

  7. 7.

    Auditor tie-out

Your auditor receives the memo and workpapers and ties the estimate to the ledger accrual.
