Bookkeeping, Tax Preparation Support and Virtual CFO Services for Pittsburgh Businesses
Remote service for Pittsburgh businesses, contracted in the United States.
Finbryn provides outsourced bookkeeping, tax preparation support and virtual CFO work for Pittsburgh businesses, working inside QuickBooks Online or Xero. We keep the city's 0.55 percent Payroll Expense Tax, due May 31, August 31, November 30 and February 28, the $52 Local Services Tax and Allegheny County's 7 percent sales tax in your ledger. Returns are prepared for review and signature by a credentialed preparer.
Pittsburgh's tax on a typical employer is a payroll tax, not an income tax. The Payroll Expense Tax is 0.55 percent of what you pay people for work done in the city, the employer owes it, and it reaches partners' and self-employed owners' draws too. On top of that sits a $52 Local Services Tax withheld from paychecks and a 3 percent earned income tax split between the city and the school district. A bookkeeping file built for a flat-rate state misses all of it.
Finbryn is not a Pittsburgh firm and has no Pittsburgh office. Work is contracted through Northlane Solutions Inc, a Delaware company, and delivered remotely. You keep your books in QuickBooks Online, Xero or whatever you run now, and the file is yours.
Here you'll find the Payroll Expense Tax and its quarterly dates, the withholdings on every paycheck, Allegheny County's sales tax and Pennsylvania's state layer, the industries behind the books, the municipalities around the city, and what a Pittsburgh hire costs.
The Payroll Expense Tax and who owes it
The City of Pittsburgh charges employers a Payroll Expense Tax of 0.55 percent, or 5.5 mills, on total compensation paid to anyone who performs work in whole or in part inside the city. The city's FAQs define that as salaries, wages, net distributions, commissions, bonuses, stock options and other pay. The employer owes it, and under no circumstances may it be deducted from an employee's wages.
Two features surprise new owners. Partners and self-employed individuals count: draws from net income are reported, limited to the smaller of the draws or the net income, so a two-person partnership with no employees still files. And a return is due every quarter even when nothing is owed. Returns are due May 31 for January through March, August 31 for the second quarter, November 30 for the third and February 28 or 29 for the fourth. The 2025 ET-1 form charges interest of 0.5 percent a month and a penalty of 1 percent a month on late balances. Governmental entities are exempt, and purely public charities are exempt for activities tied to their charitable purpose.
Compensation for people who work only partly in the city is apportioned, which means the ledger needs payroll broken out by work location as well as by employee.
The Local Services Tax and the earned income tax on every paycheck
The Local Services Tax is $52 a year for people who work in Pittsburgh. Employers withhold it evenly across the year's paychecks, which works out to $1 a week for weekly pay and $4.33 a month for monthly pay, and remit it quarterly on the city's quarterly LST return. A worker who will earn less than $12,000 within the city can give the employer an exemption certificate. The Pennsylvania Department of Community and Economic Development notes that the total LST a taxpayer pays in one calendar year is limited to $52 no matter how many jurisdictions the person works in, so a second job in a suburb doesn't double it.
The earned income tax is separate. Pittsburgh residents pay 3 percent, 1 percent to the city and 2 percent to the school district, and the city's tax page lists Jordan Tax Service as the collector. For a bookkeeping file that means three payroll liability accounts for the city, one for each tax, plus the right rate on each employee record.
Allegheny County sales tax and Pennsylvania's state layer
Pennsylvania's sales tax is 6 percent, and Allegheny County adds 1 percent, so 7 percent in Pittsburgh. Any business selling taxable items or services needs a Sales, Use and Hotel Occupancy Tax license, and returns are filed whether or not a period had taxable sales, through myPATH. Philadelphia adds 2 percent instead of 1, a difference worth knowing if you sell across the state.
The state layer is the same one the Philadelphia page walks through in detail: a 7.49 percent Corporate Net Income Tax for tax years beginning in 2026, a flat 3.07 percent personal income tax that reaches pass-through owners, and an annual report with the Department of State for $7, due between January 1 and September 30 for LLCs, by June 30 for corporations and by December 31 for other entities. The city layer is what's specific to Pittsburgh, and for most employers it comes down to payroll.
Hospitals, universities and the other businesses behind the work
Pittsburgh's employers include hospital systems such as UPMC and Allegheny Health Network, and universities such as the University of Pittsburgh and Carnegie Mellon. Around them sit group practices, research spin-outs and robotics and software startups that spend heavily on payroll, which is the base for the city's 0.55 percent tax. A startup with a team in a Lawrenceville office pays it on every dollar of compensation, including stock options, so equity grants belong in the payroll workpapers.
Manufacturers and fabricators across the region need inventory and job costing. Nonprofits and foundations need fund accounting and a Form 990 due May 15 for calendar-year organizations. Restaurants and contractors fill out the rest of the list, each with the same payroll tax and the same quarterly returns.
Allegheny County, the neighboring counties and the boroughs
The Census Bureau's Pittsburgh metro takes in Allegheny County plus Armstrong, Beaver, Butler, Fayette, Lawrence, Washington and Westmoreland counties. The places this page covers include Sewickley, Bethel Park, Monroeville, McKees Rocks and Coraopolis in Allegheny County, Canonsburg in Washington County, Greensburg and Murrysville in Westmoreland County, Butler and Zelienople in Butler County, and Beaver in Beaver County.
The Payroll Expense Tax and the $52 Local Services Tax belong to the City of Pittsburgh. A company based in Monroeville or Canonsburg owes them only on pay for work done inside the city limits, and its own municipality and school district may have local taxes of their own to check. We ask for the work location of every employee on day one and keep the city and non-city payroll in separate accounts.
What a Pittsburgh hire costs
The Bureau of Labor Statistics counts 10,430 jobs for accountants and auditors in the Pittsburgh metro at a mean annual wage of $83,100 in its May 2025 estimates. Bookkeeping, accounting and auditing clerks number 9,250 at a mean of $49,970, financial managers 6,460 at a mean of $155,860, and tax preparers 410 at a mean of $66,620. Those are salaries. The city's Payroll Expense Tax adds 0.55 percent of every dollar paid for work in Pittsburgh, so a $49,970 clerk costs about $275 more a year in city tax alone, before benefits.
A monthly Finbryn plan covers the bookkeeping seat or the gap next to one. It doesn't replace a person who is in the room on a Tuesday, but it does keep payroll tax accounts reconciled to the quarterly returns.
How the work runs
Finbryn has no Pittsburgh office, and nobody visits your location. Documents go through a client portal, bank and card feeds connect read-only, and a named team closes the month in the software you already use. A credentialed preparer reviews and signs the returns we prepare support for; the about page has who and with what credentials. Representation before the IRS or the Pennsylvania Department of Revenue comes only from a CPA, enrolled agent or attorney.
Dates for the next twelve months, and a first call
The next Payroll Expense Tax return is due November 30, 2026, then February 28, 2027 and May 31, 2027. Federal dates around them: extended C corporation and individual returns on October 15, 2026, Form 1099-NEC on February 1, 2027, S corporation and partnership returns on March 15, 2027, and C corporation and individual returns on April 15, 2027. An LLC's Pennsylvania annual report window closes September 30.
Essentials is $249 a month for up to $50,000 in monthly expenses, Growth is $549 a month up to $150,000, and Scale is quoted; the pricing page has what each includes. A first call covers where your people work, whether anyone lives outside Pennsylvania, and what you've filed with the city so far. Book on the contact page. Questions
Frequently asked questions: Pittsburgh
Do I owe Pittsburgh's Payroll Expense Tax if I work alone or with one partner?
Probably. The city's FAQs say partners' and self-employed owners' draws from net income are reported, limited to the smaller of the draws or net income, at 0.55 percent. Returns are due May 31, August 31, November 30 and February 28 or 29, including quarters with nothing owed.
Can I take the Payroll Expense Tax out of my employees' pay?
No. The city's Payroll Expense Tax FAQs say it is levied on employers and may under no circumstances be deducted from an employee's wages. On the 2025 ET-1 return, late balances carry interest of 0.5 percent a month and a penalty of 1 percent a month.
How does the $52 Local Services Tax work?
It's $52 a year, withheld evenly from paychecks, so $1 a week for weekly pay, and remitted quarterly on the city's quarterly LST return. A worker who will earn under $12,000 in the city can file an exemption certificate, and the state caps a taxpayer's total LST at $52 per calendar year across all jurisdictions, per the Department of Community and Economic Development (checked 2026-10-08).
What is the sales tax rate in Pittsburgh?
7 percent: Pennsylvania's 6 percent plus a 1 percent local tax added in Allegheny County, per the Department of Revenue page we checked on 2026-10-08. Returns are filed through myPATH.
Who collects Pittsburgh's earned income tax?
The city's tax page lists Jordan Tax Service as the collector. For residents the rate is 3 percent, 1 percent for the city and 2 percent for the school district. We record each employee's residence so the right rate is on the payroll file.
Does Finbryn have an office in Pittsburgh?
No. Finbryn is remote and contracted through Northlane Solutions Inc, a Delaware company, with no Pittsburgh office or local staff. Remote delivery doesn't move any date: the next Payroll Expense Tax return is still due November 30, 2026.
Does my Pennsylvania LLC have to file an annual report?
Most do. LLCs file between January 1 and September 30 and pay $7, a requirement that began January 1, 2025, according to the Department of State. General partnerships that aren't LLPs and businesses using only a fictitious name are exempt.
How does a Finbryn plan compare with hiring a bookkeeper in Pittsburgh?
BLS puts the mean wage for bookkeeping and accounting clerks in the metro at $49,970 as of May 2025, before payroll tax, benefits and the city's 0.55 percent Payroll Expense Tax. Essentials runs $249 a month and Growth $549 a month on the pricing page we checked on 2026-10-08.
