Bookkeeping, Tax Preparation Support and Virtual CFO Services for Portland Businesses
Remote service for Portland businesses, contracted in the United States.
Finbryn provides remote bookkeeping, tax preparation support and virtual CFO work for Portland businesses, with books kept in QuickBooks Online or Xero and split across the City, Multnomah County and Metro. As of October 8, 2026, the City of Portland Revenue Division lists a 2.6% Business License Tax and a 2% Multnomah County Business Income Tax, and Oregon has no sales tax.
Oregon has no sales tax, which makes Portland bookkeeping sound easy. It isn't. The state taxes net income and, above $1 million of Oregon sales, a gross-receipts Corporate Activity Tax. The City of Portland taxes net income. Multnomah County taxes net income again. Metro, the regional government, adds a net-income tax on businesses above $5 million in gross receipts. TriMet takes a slice of payroll. A growing business can answer to five tax bodies without ringing up a single taxable sale at the register.
The local economy is mixed. Footwear, apparel and outdoor brands cluster around Beaverton. Craft breweries, distillers and food producers fill the inner east side. Semiconductor and clean-energy suppliers sit in Washington County. Software, design and creative studios work from downtown and the central east side. Each one carries a different mix of inventory, contractors and payroll.
Finbryn has no Portland office and no local staff. It's a remote service, contracted in the United States, and this page sticks to the rules that change how a Portland ledger gets built.
Three net-income taxes on one Portland business
Portland's business taxes come from three governments that each want a return. The City of Portland Business License Tax is 2.6% of net income. Multnomah County's Business Income Tax is 2%. Metro's Supportive Housing Services business tax is 1% of net income, but only for businesses with more than $5 million in gross receipts that operate inside the Metro boundary (Revenue Division page, checked October 8, 2026).
Small-business exemptions are on the move. The City exempts a taxpayer whose gross receipts from all business activity, wherever earned, are under $75,000 for tax years beginning in 2026, and under $100,000 from January 1, 2027. The county's exemption sits at $100,000. All three share one registration with the Revenue Division, due within 60 days of starting to do business, and returns are due with the federal and state returns, generally April 15 for a calendar-year filer. A six-month extension covers filing only. Payment is still due on the original date.
A business operating only in Gresham or Troutdale owes the county tax and not the City's. The taxes follow the work location, so the ledger has to record which jurisdiction each site, employee and project sits in.
Quarterly estimates, and the owner-level taxes on the same income
A filer must make quarterly estimated payments when the current-year liability for a program will reach $1,000 and the prior year's did too. For the Metro tax that threshold rises to $5,000 starting with tax year 2026. A calendar-year business pays on April 15, June 15, September 15 and December 15. That last date lands a month before the January 15 federal and Oregon individual date, and it's the one that catches people.
Owners feel these taxes personally. Metro's Supportive Housing Services personal tax is 1% on Metro taxable income above $128,000 for single filers and $205,000 for joint filers in 2026, moving to $132,000 and $211,000 in 2027. Multnomah County's Preschool for All tax is 1.5% on county taxable income above $125,000 (single) or $200,000 (joint), plus another 1.5% above $250,000 or $400,000, and the Revenue Division's page says that rate rises by 0.8% in 2028. Employers withhold both taxes for employees earning more than $200,000 a year and for anyone who opts in.
For owners of pass-through businesses, the company's net income lands on the personal return, so a clean ledger feeds the personal tax too.
Oregon's own layer: excise tax, the CAT and no sales tax
Oregon doesn't have a general sales or use tax, according to the Department of Revenue. A Portland retailer carries no sales tax liability account for its Oregon sales, though a seller shipping into other states may owe tax there. C corporations pay the corporation excise tax: 6.6% on the first $1 million of taxable income and 7.6% above that, with a minimum tax between $150 and $100,000 that depends on Oregon sales.
The Corporate Activity Tax is separate and reaches businesses of any type. Once taxable Oregon commercial activity passes $1 million, the tax is $250 plus 0.57% of the amount above $1 million, and the law allows a 35 percent subtraction for certain business expenses. A business has to register within 30 days of reaching $750,000 in Oregon commercial activity. So the ledger needs to track Oregon-sourced receipts month by month instead of discovering the total in spring.
Payroll: TriMet, transit withholding and paid leave
Portland payroll carries more lines than most cities. The TriMet transit tax is an employer tax of 0.8237% in 2026 on gross payroll earned inside the TriMet district, and the Department of Revenue says that includes traveling sales representatives and employees working from home. Oregon's Statewide Transit Tax is a separate 0.1% withheld from employee wages. Paid Leave Oregon contributions run at 1% of wages up to $184,500 in 2026. The Portland metro minimum wage is $16.80 an hour from July 1, 2026 through June 30, 2027.
Quarterly combined payroll reports for July through September are due November 2, 2026, and the October through December report is due February 1, 2027.
The catch for hybrid teams is the home address. An employee working from a kitchen table in Beaverton is inside the district; one in Salem isn't. Payroll providers often don't know which employees work inside the district unless someone tells them, so each employee's work location needs to be set and checked.
Counties and cities we work across
Finbryn serves the Portland metro from one remote team. Which taxes apply depends on the county and the street address, and the mailing city alone won't tell you.
| Place | County | Local layer in play |
|---|---|---|
| Portland | Multnomah County | City license tax, county tax, Metro tax above $5 million, TriMet |
| Gresham | Multnomah County | County tax; Metro and TriMet by address |
| Troutdale | Multnomah County | County tax; Metro and TriMet by address |
| Beaverton | Washington County | Portland and Multnomah taxes only if the business also operates there; Metro and TriMet by address |
| Hillsboro | Washington County | Same as Beaverton |
| Tigard | Washington County | Same as Beaverton |
| Lake Oswego | Clackamas County | Same as Beaverton |
| Oregon City | Clackamas County | Same as Beaverton |
| Happy Valley | Clackamas County | Same as Beaverton |
| West Linn | Clackamas County | Same as Beaverton |
| Vancouver | Clark County, Washington | Oregon taxes apply to Oregon activity only |
Vancouver sits across the Columbia River in Washington, which taxes gross receipts through its B&O tax instead of net income. The Seattle page covers how that works on the books.
What each Portland industry needs from the books
Footwear, apparel and outdoor brands buy from overseas factories, so the ledger needs landed cost per style, wholesale chargebacks and returns netted by season. Craft breweries and distilleries track excise and taproom sales on separate lines, and food producers add inventory that spoils. Semiconductor and clean-energy suppliers in Hillsboro and the other Washington County suburbs carry equipment-heavy balance sheets, with fixed asset schedules that a generic chart doesn't hold.
Software and design studios on the east side run subscription or project revenue with contractors in several states, which brings in 1099 tracking and, once sales cross another state's threshold, nexus questions. Our 1099 guide covers the reporting side. Construction and trades firms need job costing that holds up when a general contractor asks for a lien waiver.
Deadlines and registrations for a Portland business
| Item | Agency | Timing |
|---|---|---|
| Tax account for City, County and Metro business taxes | Portland Revenue Division | Within 60 days of starting to do business |
| Corporate Activity Tax registration | Oregon Department of Revenue | Within 30 days of $750,000 in Oregon commercial activity |
| Annual report ($100 for a domestic LLC, $275 for a foreign LLC) | Oregon Secretary of State | Anniversary of the original filing; notice sent about 45 days ahead |
| Business tax return, calendar-year filer | Portland Revenue Division | April 15; the six-month extension to October 15 covers filing only |
| Quarterly business tax estimates | Portland Revenue Division | April 15, June 15, September 15 and December 15 |
| Quarterly combined payroll report | Oregon Department of Revenue | November 2, 2026 and February 1, 2027 |
| S corporation and partnership returns | IRS | March 15, 2027 |
| C corporation and individual returns | IRS | April 15, 2027 |
Federal dates come from IRS Publication 509. The foreign LLC fee surprises people: a business formed in another state and registered in Oregon pays $275 a year, against $100 for an Oregon LLC.
Hiring in Portland compared with working with Finbryn
The Bureau of Labor Statistics' May 2025 estimates count 12,170 jobs in the bookkeeping, accounting and auditing clerk group (occupation code 43-3031) in the Portland-Vancouver-Hillsboro metro, at a mean annual wage of $57,700. Accountants and auditors number 10,100 jobs at a mean of $98,010. Financial managers, the nearest group to a controller or part-time CFO, count 5,550 jobs at a mean of $181,110. Tax preparers are unusually concentrated here, with a location quotient of 1.46 against the national average.
Those are wages only. Payroll tax, TriMet tax, paid leave contributions, benefits and software come on top, and one hire leaves a gap when they're out. A Finbryn plan is a fixed monthly fee. It isn't a person in your building, though. If you want someone at the next desk, hire them and use a plan for the overflow.
How a Portland engagement runs, and what it costs
Documents move through a secure client portal. Bank and card feeds connect into QuickBooks Online or Xero, and the file stays in your name. Nothing in the process needs a visit, because there is no Portland office.
Essentials is $249 a month for up to $50,000 in monthly expenses, and Growth is $549 a month up to $150,000; the pricing page lists the rest. Tax work is preparation support. We prepare the schedules, and a credentialed preparer reviews, signs and files the return. The about page names the people. Start on the contact page with recent statements and a note on which Portland layers apply to you. You'll get a reconciled first close inside your software, plus an open-items list. Questions
Frequently asked questions: Portland
Does Finbryn have an office in Portland?
No. Finbryn works remotely for Portland businesses and, as of October 8, 2026, has no Portland address or local staff. The work is contracted in the United States through Northlane Solutions Inc, a Delaware company.
Which Portland and Multnomah County business taxes does the bookkeeping cover?
We set up accounts and a calendar for the City of Portland Business License Tax (2.6%), the Multnomah County Business Income Tax (2%) and, for larger businesses, the Metro business tax (1%), using rates the Revenue Division listed on October 8, 2026. The returns themselves are prepared for review and signature by the credentialed preparer.
Does the Metro supportive housing tax apply to my small business?
The business tax applies above $5 million in total gross receipts for businesses operating inside the Metro boundary. The separate personal tax applies to owners above $128,000 of Metro taxable income (single) or $205,000 (joint) for 2026. Both figures come from Portland's Revenue Division, checked October 8, 2026.
Do I need to collect sales tax in Portland?
Not for sales in Oregon. The Department of Revenue states that Oregon has no general sales or use tax, as of October 8, 2026. A Portland seller shipping to customers in other states may still owe tax there, and we check that against each state's threshold.
What is the Oregon Corporate Activity Tax and when must I register?
It's $250 plus 0.57% of taxable Oregon commercial activity above $1 million, after a 35 percent subtraction for certain costs. Registration is due within 30 days of reaching $750,000 in Oregon commercial activity (Department of Revenue, checked October 8, 2026).
Does the TriMet payroll tax apply to employees who work from home?
Yes, when the employee's work location is inside the TriMet district. The Department of Revenue says wages for employees working from home count, and the 2026 employer rate is 0.8237%. We record each employee's work address so the payroll report uses the right figure. The next quarterly report is due November 2, 2026.
What minimum wage applies in the Portland metro?
The Portland metro rate is $16.80 an hour from July 1, 2026 through June 30, 2027, per the Bureau of Labor and Industries. Oregon's standard rate is $15.55 and its non-urban rate is $14.55 for the same period.
Who signs the returns, and when are they due?
Finbryn prepares the schedules and workpapers. A credentialed preparer reviews, signs and files the return, and the about page names the people. For 2026, S corporation and partnership returns are due March 15, 2027, and C corporation and individual returns April 15, 2027.
How does the cost compare with hiring a bookkeeper in Portland?
BLS May 2025 data puts the mean wage in the metro's bookkeeping clerk group at $57,700 before payroll tax, TriMet tax, benefits and software. Finbryn's Essentials plan is $249 a month and Growth is $549, and a plan can cover a gap in place of a full-time hire.
